PUBLIC COMMENT NOTICE
Time-and-Effort Certification Flexibility
The Carlisle School District is providing public notice regarding a proposed flexibility related to Time-and-Effort Certifications for employees whose salaries are paid entirely by a single federal program.
Currently, employees paid entirely by a single federal program are required to complete and sign certification paperwork twice each year confirming that their time is spent working on that program.
Under the proposed flexibility, these employees would no longer be required to complete the twice-yearly Time-and-Effort Certification.
Expected Benefit to Students
This flexibility is intended to reduce the amount of time that staff and administration spend completing federal paperwork and administrative requirements. The time saved can instead be devoted to supporting students, assisting teachers, and strengthening classroom instruction.
The Carlisle School District welcomes public comment regarding this proposed flexibility. The comment period will begin on September 21, 2026 and will close on September 30, 2026.
